Metro manila is suffering from a series of Carmaggendon. Many policies have been implemented particularly in EDSA. Theres the Truck ban, Jeepney ban, UV express ban, Single only rider on private vehicle ban and the latest was the Provincial bus ban in Edsa. But as banning continues it seems those policies has little to no effect at all. What the people and some other politicians are seeing is that the blame should go to Undisciplined drivers and obsolete infrastructure. Well it does contribute to the worsening traffic. But it should not be the focus of the traffic strategies and pour all the government resources to it. In the Past decade, Buildings, after buildings were being built in the cities of metro, at the same time the need for public transportation arose and the operators responded into increasing there units for transport. But Mar Roxas feels proud about the traffic. "

Roxas added: "When I was in DTI (Department of Trade and Industry), 60,000 vehicles a year was a big year. That was about 12 years ago. Today, 260,000 vehicles last year, 300,000 vehicles projected this year, and 10 percent to 15 percent projected into the future."

That is why there is little effort to address this issue, although banning of vehicles and building infrastructure in metro put a little contribution but is not the best solution. We must first see what is causing traffic congestion is it the Public vehicle? or the private vehicle? the answer is neither because the root cause of traffic is overpopulation in Metro. the number of malls, businesses, hotels, condominiums, and other establishments. But why are they doing here Metro manila is already overpopulated? The answer is because we are a unitary system
Traffic problems of Unitary system
1. All government offices are here. Banko sentral, Customs, the senate, the House, and the palace are here. Now how do this government agencies contribute to why the business owners want to establish there offices here the answer is simple proximity to politicians that they can lobby. Imagine you are a business owner and the Congress will pass a law on something that your business will be affected? how are you going to lobby if you are to far away for example you're in Mindanao are you going to transport and rent a hotel? We must remember That in a UNITARY system ALL POLICIES are all CREATED BY THE CONGRESS which is in METRO MANILA.
2. Developments like infrastructure are all here. If you are going to establish a business where will you start? of course in an accessible area. access to your business requires roads, how will people go to you if you are in a middle of farm? Today, businesses also requires good internet connection in order to make your product known nationwide. So how will you market your product if you are in a dead spot?
3. As the result of the first Two problems on why the businesses are not establishing much in some provinces are lack of customers. who will buy there products? There target market are here in metro. Have you ever seen SM Laoag? SM Batanes? of course people will search for opportunities in a city for higher salary so as a result they go to manila and sometimes create there families there.
A typical answer by the pro Unitarist will be. "Issues on businesses and government agencies are little specially in making laws so there is no Problem with that. And the only problem now is infrastructures in the provinces. Well, government can fund them easily"
Funding them is difficult why? Only Congress can pass budget allotted for a certain project. And worse if you are a member of the minority AKA the least priority of the President or the so called opposition, there is 90 percent that your request for a certain project will be disapprove that is the gift of THE UNITARY. That is why many politicians are kissing the ass of the president in order for there project to be approve. That is why the main Victims of the unitary system are the people. so what is the Solution
The Federalist Solution
1. In a Federal system, government agencies will be in your respective state provinces that is why lobbying will be more easy and at the same time people can access the government easily.
2. Developments like infrastructure can now be easily funded because you don't need to go the Capital and Kiss the presidents ass in order for your project to be approved because state provinces will now decide how to spend or where to spend there budgets on.
3. As the result of the first two solutions people will now stay in there provinces together with there families and thus the wealth will spread through out the country. As a result manila will be free from congestion because job opportunities that are already present in there provinces.
4. Federal state can figure out what policies suitable are for them and you do not need to go to the congress and pass some domestic law that may not be suitable for other state provinces.
The need to shift to a Federal Parliamentary with economic Liberalization is a must because we are now experiencing the unitary systems main problem. And according to JICA we are loosing 3.5 billion per day in 2018 and by 2035 we would loose about P 5.4 billion a day. so if we do not address this problem are country will be stagnant and as a commuter we are the ones who will suffer in the end.
